APP/SSHP <br /> Soil Excavation at California National Guard Armory <br /> Lodi, California <br /> 4.5.3 Inclement Weather and Electrical Storms/Earthquake <br /> OTIE personnel will monitor local weather through available media or a weather radio. During <br /> daily safety meetings address inclement weather/earthquake procedures: <br /> For lightning and/or thunder proceed with the following: <br /> 1. Shut down equipment, if any is operating; <br /> 2. Proceed to support zone; and <br /> 3. Await further instruction from PM or SSHO. <br /> NOTE:A 30-minute STAND DOWN period is required after encountering lightning or <br /> thunder in order to allow the storm to pass. Verification from the National Weather <br /> Service for an ALL CLEAR is also advised prior to re-commencing work <br /> 4.5.4 Noise Hazards <br /> Noise is defined as unwanted sound in the form of vibration conducted through liquids, solids, or <br /> gases. The effects of noise on humans include psychological effects (interference with <br /> communication by speech,job performance, and safety) and physiological damage such as <br /> hearing loss. Of these, the most debilitating is hearing loss. The permissible exposure levels <br /> (PELs) for noise are listed from EM 385-1-1 (15 September 2008) Table 5-3 for Non-DoD <br /> personnel, in Table 3: <br /> Table 3. Exposure to different levels for various periods <br /> of time shall be computed according to the following formula: <br /> Cn=Ti/Li+T2/L2+ .... +Ts/Ls <br /> Where: <br /> C = combined noise exposure factor, <br /> T=the total time of exposure at a specified sound-pressure level (in hours), <br /> and <br /> L=the total time of exposure permitted at that level (in hours), from the above table. <br /> If Cn> = 1, hearing protection is required. <br /> The factors that affect the degree and extent of hearing loss are intensity or loudness of the <br /> noise, type of noise, period of exposure each day, total work duration, and distance from the <br /> source. Noise exposure will be in compliance with all applicable state and federal regulations. <br /> OTI E 12 <br />
