APP/SSHP <br /> Soil Excavation at California National Guard Armory <br /> Lodi, California <br /> 14.0 EMERGENCY RESPONSE AND CONTINGENCY PLAN <br /> 14.1 INTRODUCTION <br /> This Emergency Response and Contingency Plan will be implemented at the site to prevent or <br /> to minimize the impacts of unplanned events that could threaten the safety and health of site <br /> personnel or the local community. The plan considers the following types of events: <br /> • Employee injury/illness, <br /> • Fire/explosion, and <br /> • Miscellaneous (e.g., severe weather conditions, adverse community action). <br /> This plan is to be rehearsed on an initial project start-up basis and a periodic basis, especially if <br /> new employees join the project or responsibilities change under the plan. A critique of each <br /> rehearsal is to be conducted in order to improve those areas found to be deficient. The PM is <br /> responsible for ensuring this Emergency Response and Contingency Plan is rehearsed, <br /> critiqued and assigning responsibilities for improvement. The SSHO is trained to assist in the <br /> orderly evacuation of other employees. During the rehearsals, the SSHO may train other <br /> designees in assisting during the event of an evacuation. <br /> This plan will remain at the site in writing. If there are any questions regarding this plan, the Site <br /> PM, Mr. Michael Quillin, should be contacted. <br /> This plan is to be reviewed and updated on an annual basis, as necessary, to ensure <br /> information and procedures stay current. The PM is responsible for ensuring this Emergency <br /> Response and Contingency Plan is reviewed, updated and for assigning responsibilities for <br /> improvement. <br /> OTIE employees will not act as emergency responders at this site, but instead will coordinate <br /> with appropriate emergency response agencies. In that regard, this section covers all aspects of <br /> OSHA CFR 1910.38(x) through (f)(3) <br /> 14.2 EMERGENCY PHONE NUMBERS AND INCIDENT REPORT <br /> Table 5 contains a list of emergency telephone numbers. The Incident Report (IR) call list will be <br /> used to report any incident covered by OTIE's IR Procedures. An IR will be called in to one <br /> person, starting at the top of the list, on the day of the incident (refer to Table 6). <br /> OTIE 41 <br />
