CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> REVISED MONITORING AND REPORTING PROGRAM NO. 96-813 <br /> FOR <br /> LEPRINO FOODS COMPANY <br /> SAN JOAQUIN COUNTY <br /> The Leprino Foods Company(Leprino) is an operating cheese processing facility at 2401 MacArthur <br /> Drive in Tracy, as shown on Attachment A. The site includes an area south of the facility formerly known <br /> as the Mobil Bulk Oil Plant (Mobil), which Leprino purchased in 1998. <br /> Leprino has three aboveground storage tanks for diesel, fuel oil, and waste oil storage. Soil and <br /> groundwater are contaminated with petroleum hydrocarbons. Groundwater monitoring at Leprino <br /> incorporates monitoring wells both on site and on the Mobil site. Leprino agreed to continue groundwater <br /> monitoring at Mobil in downgradient wells and reportedly paved areas of Mobil containing petroleum <br /> hydrocarbon soil contamination. <br /> Currently, the dissolved phase and free-phase petroleum hydrocarbons (diesel) and BTEX are present <br /> primarily in two onsite locations; the smaller plume is near the northwestern property boundary, and the <br /> larger plume is in the northeastern portion of the site. The predominant groundwater flow direction is <br /> north to northwest. <br /> This Monitoring and Reporting Program(MRP) is issued pursuant to Section 13267 of the California <br /> Water Code and is designed to delineate groundwater contaminant plumes and determine whether <br /> remediation efforts are effective. The Discharger shall not implement any changes to this MRP unless T <br /> and until a revised MRP is issued by the Executive Officer. This MRP replaces the groundwater 1H <br /> monitoring requirements listed in the MRP No. 96-813 dated 3 September 1996. <br /> Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall submit <br /> plans and specifications to the Board for review and approval. Once installed, all new wells shall be <br /> added to the monitoring program and shall be sampled and analyzed according to the table below. T <br /> GROUNDWATER MONITORING 1 <br /> As shown on Attachment B, there are currently 17 monitoring wells (including three Mobil wells), five <br /> free product recovery wells, and one groundwater extraction well at the site. Three of the recovery wells <br /> (RW-1,RW-2, and RW-3) and the extraction well (EW-2) are no longer operational. EW-2 is being used <br /> as a monitoring well. Replacement of recovery wells RW-4 and RW-5 and monitoring well MW-14 <br /> occurred in 1999 due to plant expansion activities. <br /> Wells MW-2, MW-7, MW-8, MW-9, and MW-10 shall be monitored for groundwater levels only. The <br /> groundwater monitoring program for wells MW-1, MW-3, MW-4, MW-5, MW-6,MW-11, MW-12, <br /> MW-14a, MW-16, MW-17, MW-18, and EW-2, and RW-1 and RW-2 (if staff determines they can be <br />
