CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 94-704 <br /> CLEANUP AND ABATEMENT ORDER <br /> FOR <br /> LEPRINO FOODS COMPANY <br /> TRACY FACILITY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (hereafter <br /> Board) finds that: <br /> 1. Leprino Foods Company (hereafter Discharger) owns and operates the Leprino Foods <br /> facility at 2401 MacArthur Drive in Tracy, California, on the northwest corner of the <br /> intersection of MacArthur Drive and Grant Line Road, in San Joaquin County. <br /> Figures 1 and 2 are vicinity map and site map, respectively. <br /> 2. The Discharger has been operating at the site since 1977. The facility houses three <br /> aboveground petroleum storage tanks, ranging in capacity from 500 gallons to 10,000 <br /> gallons. Waste oil is stored in the 500 gallon tank, diesel fuel is stored in one <br /> 10,000-gallon tank, and fuel oil is stored in a second 10,000-gallon tank. <br /> 3. The site is above the San Joaquin Ground Water Basin. The beneficial uses of the <br /> ground water include domestic, municipal, industrial, and agricultural supply. <br /> 4. Facility operations have resulted in the discharge of petroleum hydrocarbons to the <br /> soil and ground water. In March 1992, approximately 150 cubic yards of diesel <br /> contaminated soil were removed from near the pipeline serving the diesel tank. In <br /> September 1992, an extraction well,and a monitoring well were installed near the tank <br /> containment area. Three additional monitoring wells were installed in February 1994, <br /> when three of the four monitoring wells contained free product and the extraction well <br /> contained 11 mg/l total petroleum hydrocarbons as diesel (TPHd). <br /> 5. The 10-day Suggested-No-Adverse-Response Level for toxicity other than cancer risk <br /> for diesel is 0.1 mg/1. <br /> 6. The Discharger conducted an investigation in 1992 which identified the diesel source <br /> area to be the pipeline serving the diesel tank and/or the fuel dispenser pump for the <br /> diesel tank just south of the tank containment area. <br /> 7. After the Discharger proposed to begin an interim ground water remediation system in <br /> December 1992, staff made numerous requests, beginning in January 1993 for a full <br /> description of the proposed system and a schedule for sampling the monitoring wells. <br /> Details of the proposed interim remediation system were finally submitted in <br />
