In 1992, Leprino employees noticed diesel fuel around <br /> the containment area for an aboveground diesel storage tank. Subsequent investigations <br /> revealed that diesel fuel had been released to the soil and groundwater. <br /> On 24 September 2013, Leprino submitted a request for Site closure. Central Valley Water <br /> Board staff reviewed the request for closure and on 4 December 2014 Board staff sent Leprino <br /> a letter stating that the request for closure was denied and that Leprino would be required to <br /> submit additional information for us to consider the closure request (Board Staff Letter). Board <br /> staff requested Leprino prepare an estimate of when Site groundwater would reach water <br /> quality objectives (WQOs); evaluate the threat to groundwater from the remaining soil <br /> concentrations; and collect groundwater samples from all Site wells (including those that had <br /> not previously been sampled) and submit quarterly monitoring reports. <br /> The Addendum responds to the Board Staff Letter and includes the information below: <br /> • Leprino has met the requirements required in the Board letter and again requests Site <br /> closure. <br /> • The release of petroleum hydrocarbons was from a 10,000-gallon aboveground storage <br /> tank (AGT) and is analogous to an underground storage tank release. The AGT has since <br /> been removed from the Site. <br /> • Leprino has removed approximately 500 cubic yards of impacted soil from the Site. <br /> • The source area is completely paved and/or covered by structures; which limits any <br /> percolation or leaching through impacted soils.
