(Closure
Request). Since 1974 Leprino has owned and operated a cheese manufacturing and
distribution facility located at 2401 MacArthur Drive in Tracy (Site). In 1992, Leprino employees
noticed diesel fuel around the containment area for an aboveground diesel storage tank.
Subsequent investigations revealed that diesel fuel had been released to the soil and
groundwater.
Between 1996 and 2004, Leprino installed 29 groundwater monitoring wells, extraction wells,
and recovery wells. Leprino operated a product recovery system from 1996 until 2011. The
recovery system removed approximately 2,800 gallons of petroleum hydrocarbons from the Site
during its operation. Thirteen monitoring wells, two extraction wells, and seven recovery wells
remain at the Site. In 2011 and 2012, Leprino conducted a soil vapor investigation, installed a
soil ventilation system and conducted groundwater monitoring following shut down of the
product recovery system.
In June 2011, Leprino drilled four soil borings to evaluate remaining soil concentrations. The
maximum 2011 total petroleum hydrocarbons as diesel (TPHd), TPH as gasoline (TPHg), and
naphthalene soil concentrations were 3.2 mg/kg, 34 mg/kg, and 0.18 mg/kg, respectively.
Based on the recent sampling results, Leprino estimates that the remaining mass of TPHd in
soil is about 18 pounds.
In 2013, Leprino collected a groundwater sample from EW-3, which had never before been
sampled and contained free product in February 2012, and detected 7,100 pg/L TPHd. Leprino
has not previously collected groundwater samples from the remaining wells in the source area
(near EW-3) because they were connected to the extraction system and fitted with product
recovery pumps. Therefore, remaining groundwater concentrations in this area are unknown.
Leprino states about 300 pounds of TPHd remain in groundwater at the Site near the release
area.
KARL E.
