Mr. Joe Herrud, Leprino Foods• - 3 - 0 4 December 2013
Leprino Facility, 2401 MacArther Drive, Tracy
2. The Closure Request does not include an analysis of the threat to groundwater from the
remaining diesel pollution in Site soil. Leprino needs to evaluate the concentration levels
and quantities of diesel that remains in the Site soil and provide estimates of the
potential effect of that residual diesel upon the groundwater.
Therefore, Central Valley Water Board staff does not concur with Leprino's Site Closure
Request.
Central Valley Water Board staff are also concerned that there are several wells within the
source area that are not being sampled. Leprino should begin collecting groundwater samples
from all Site groundwater wells and include the resulting analytical data in groundwater
monitoring reports. Groundwater samples should be analyzed for total petroleum hydrocarbons
as diesel (TPHd) and naphthalene. Quarterly monitoring reports are due by 1 February, 1 May,
1 August, and 1 November. The Attachment provides the information that should be included
in the monitoring reports. Leprino should include trend graphs for Site monitoring wells and
estimates of when remaining concentrations will reach WQOs in future monitoring reports.
If you have any questions.regarding this letter, you may contact me by phone at (916) 464-4819
or by email at kshelton(cDwaterboards.ca.aov.
KRISTI SHELTON, P.E.
Water Resources Control Engineer
Aboveground Tanks Cleanup Unit
cc: Ms. Lori Duncan, San Joaquin County Environmental Health Services, Stockton
Mr. Reed Azevedo, Leprino Foods Company, Tracy
Mr. Brendan Shine, Golden, Colorado
