Mr. Robert Garcia -2 - • 31 August 2011 <br /> Leprino <br /> rebound of free product and dissolved phase hydrocarbons following the May 2011 shut <br /> down of the product recovery system. Leprino currently conducts semi annual <br /> groundwater monitoring and reporting in accordance with MRP R5-2007-0811. <br /> However, in order to evaluate the Site for rebound, Board staff request Leprino conduct <br /> quarterly groundwater monitoring events and submit reports by 1 November 2011, <br /> 1 February 2012, and 1 May 2012. These reports need to include a summary of the <br /> groundwater monitoring data and an estimate of when Site groundwater concentrations <br /> will reach WQOs. <br /> 2. Soil vapor samples collected beneath the slab of the building and inside the warehouse <br /> exceed the commercial/industrial ESI-s. Central Valley Water Board staff concur with <br /> the Report recommendation to ventilate the soil beneath and within the dry storage <br /> warehouse and reduce the potential for soil vapors to migrate through the slab into the <br /> building. By 14 October 2011, Leprino needs to submit a letter clarifying how it is <br /> ventilating the soil. <br /> 3. Central Valley Water Board staff concur that the 2011 soil concentrations decreased <br /> significantly from the 1993/1994 concentrations and current concentrations are below <br /> the residential ESL for soil. <br /> In summary, by 14 October 2011 please submit a letter clarifying how Leprino is reducing the <br /> risk to indoor air in the dry storage warehouse. In addition, Central Valley Water Board staff <br /> will evaluate the Site for potential closure following three additional rounds of quarterly <br /> groundwater sampling. Leprino should conduct quarterly groundwater sampling and submit <br /> reports by 1 November 2011, 1 February 2012, and 1 May 2012.
