(GeoTrans) on behalf of Leprino Foods Company (Leprino) for the facility at <br /> 2401 MacArthur Drive in Tracy (Site). <br /> In 1991, Mobil Oil Company installed well MW-17 to monitor a hydrocarbon release from the <br /> former Mobil petroleum bulk plant south of the Site. Mobil ceased operations of the plant in <br /> 1988, and Leprino took over sampling of the well in 1998 when it purchased the former plant <br /> from Mobil. MW-17 was sampled quarterly from 1991 until March 2007. In September 2007, <br /> Leprino began sampling the well semi-annually to monitor the upgradient conditions. No <br /> petroleum hydrocarbons have been detected in MW-17 since March 2007, and the Central <br /> Valley Water Board issued a No Further Action letter for the Mobil site in late 2007. <br /> Prior to the March 2010 sampling event, MW-17 was damaged by the City of Tracy's <br /> contractor, and Leprino was unable to sample the well. Leprino unsuccessfully attempted to <br /> repair, redevelop, and reinstall the monitoring well. On 3 September 2010, Leprino overdrilled <br /> the damaged well casing and screen in an attempt to reinstall the well. Flowing sands made it <br /> impossible to reinstall the well, and Leprino abandoned the well in accordance with San <br /> Joaquin County Environmental Health Department (SJCEHD) requirements. The <br /> abandonment was observed and approved by SJCEHD personnel. <br /> Central Valley Water Board staff concurs with Leprino's request not to replace MW-17. <br /> Petroleum hydrocarbons have not been detected in MW-17 since 2007, and several other <br /> monitoring wells are in the vicinity.
