MacArthur Rd.
Tracy CA 95376
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the
Phase II Investigation Evaluation report dated August 29, 1991, submitted by American Environment
Management Services and has the following comments.
The content presented within the leaching potential analysis worksheet does not accurately represent the
status of the site. Consequently,we do not agree with your consultant's conclusion that"no further work
and permanent closure.." is recommended.
The analytical soil results from your recent assessment confirm the presence of contaminants that exceeded
allowable limits of the leaching potential as recommended by the LUFT Manual'. This site cannot be
recommended for final closure without further investigation.
Due to the proximity of groundwater and the high levels of total petroleum hydrocarbons, a groundwater
investigation will be necessary in order to determine whether groundwater has been impacted.
Please follow the Tri-Regional Guidelines report specific requirements found in Appendix A, Part A, "Soil
Contamination Problems"when submitting future work plan/proposals prior to any further work at the site.
If you have any questions or concerns, contact Michael Infurna, REHS, of my staff at (209)468-3454.
Jogi Khanna, M.D., M.P.H.
Health Offic
urie A.
