TANK REMOVAL
E :
{ After notification about the improper abandonment of the tanks, Homestead contracted AEMC
to remove the tanks. Refineries Service, 13331 N. Hwy. 33, Patterson, California, was
r- contracted by Homestead to remove the contents of the tanks prior to their excavation. A Tank
Closure Workplan was submitted to SJHD, and an Application for Permit was submitted to the
County of San Joaquin Bureau of Fire Prevention. Copies p of the workplan, application, and
approved permit are included in Appendix B.
The tanks were removed during the period of November 15-16, 1990, and were transported to
Erickson, Inc., in Richmond, California, under Uniform Hazardous Waste Manifests for
! !. disposal. A copy of the Permanent Closure of Underground Sto
g rage Tanks report prepared by
AEMC and dated February 7, 1991, is included in Appendix C. Copies of the manifests and
Underground Tank Disposition Tracking Records required by SJHD are included in the
appendices to that report.
During preparation of the tanks for excavation, it was determined that the gasoline storage tanks,
identified.as T-1 and T-2, were tanks constructed for use as railroad tanker cars and were too
heavy to be removed by a small backhoe. The diesel storage tank, identified as T-2, had a
capacity of approximately 10,000 gallons instead of the assumed 1,500 gallons. Because of the
extra weight and volume, a crane company was subcontracted to remove the tanks.
It was reported in the Permanent Closure of Underground Storage Tanks report that no holes
or cracks were observed in tanks T-1 and T-2, but that small holes were observed in tank T-3.
j r1-h1d12.apt 6
ll December 11, 1992
- - w
