Board staff do not concur with the closure request.
Monitoring wells MW-IA and MW-6 define a shallow plume of hydrocarbons in groundwater. Two
water supply wells are located within the plume. Protection of these water supply wells depends on the
ability of the reported aquitard and the water supply wells to prevent downward migration of benzene.
One of the water supply wells, known as the North Well, was constructed in 1984. We've been assured
that the construction of the North Well is sufficient to prevent downward migration of contaminants.
However, we have no information on the South Well, which was constructed much earlier. Because
older wells were frequently constructed without sanitary seals and with perforations at various water
bearing horizons, a demonstration that the South Well is not a conduit for contamination to reach the
lower aquifer, must be made.
For our concurrence with the closure request, Tracy Cold Storage must provide South Well construction
information, which demonstrates that the underlying water supply is adequately protected.
If you have any questions, please call Marty Hartzell at (916) 255-3115.
ARY .
