McDonald Road, Stockton, San Joaquin
County,California,Condor Project No.8171 nA-
_
Dear Mr. Reeves: f
Condor Earth (Condor) prepared this report of findings for Assessor's Parcel Number(APN) 131-060-01
located at 10450 W. McDonald Road, Stockton, San Joaquin County, California. The subject property
comprises approximately 313.79 acres of agricultural land. Condor understands that in order to permit
excavation of sand deposits on the property,San Joaquin County requires an evaluation of soil on the project
that includes the crops, pesticides, and management practices of the land prepared by a registered
professional. Condor also understands that the project area comprises approximately 57.7 acres south of
McDonald Road and west of the eastern property boundary(Site). The sand deposit proposed to be quarried
is an old river channel that is approximately 9.1 acres at the surface. The remaining 48.6 acres of land
surface is intended to be used to backfill the excavated sand deposit during reclamation. This report includes
a discussion of the agricultural history of the Site, description of field activities, laboratory analyses, and
conclusions. The purpose of the work described herein is to confirm concentrations of residual and
persistent agricultural chemicals typically associated with historic land use practices of agricultural
operations. Constituents of concern for use of property as agricultural fields from the early 20`'' century
until the 1970s include those that persist in soil:organochlorine pesticides(OCPs), lead, and arsenic. Until
the 1950s, lead-arsenates were used for pest control. After the 1940s, OCPs were in widespread use until
most of these compounds were banned by the EPA in the 1970s and the remaining ones in the 1980s.
SITE HISTORY
Based on review of historic aerial photographs publicly available from San Joaquin County, the Site was
used for agricultural purposes from at least 1937 until present, and no structures appear to have been located
on the Site.Past crops appear to have been primarily feed crops(hay and alfalfa)and possibly corn prior to
the 1980s. Recently, the Site was planted with grapes last harvested in 2016,and the land has been fallow
since. The last agricultural chemicals applied to the Site were Prowl H2O, Galigan 2E, and dusting sulfur.
According to EPA documentation', the first two trade-names are herbicides designed to control unwanted
weed growth and do not persist beyond one week after application. Dusting sulfur is a pesticide used to
control powdery mildew and rust in grape cultivation and is applied at a rate of 10-40 pounds per acre every
two weeks during new growth. This pesticide(native sulfur)is not known to persist in the environment and
https://www3.epa.gov/pesticides/chem search/ppls/000241-00418-20150129 pdf
httr)s://www3.epa.gov/pesticides/chem search/ppis/066222-00028-20141024 pdf
https://www3.epa.gov/pesticides/chem search/12ills/002935-00048-20101210 pdf
ILO CONDOR
