The plan was prepared in response to Waste Discharge <br /> Requirements (WDRs)Provision No. E.b which required preparation of a groundwater well installation <br /> workplan. <br /> After reviewing the workplan, I have the following comments: <br /> The facility layout on Figure 1 is different than the facility layout presented in the Report of <br /> Waste Discharge (and as presented in Attachment B of the WDRs). This was confirmed during a <br /> 21 March 2001 inspection of the facility. The wells should be located downgradient-of-.the <br /> source areas of concern (2.6 acre storage area, 5.8 acre-ft storage pond, and stormwater pond), <br /> and as close as practicable to the source areas. At least one well shall be located upgradient or <br /> cross gradient of any site source area. Please resubmit Figure 1 with revised well locations. <br /> The wells as designed appear to monitor the first saturated zone,however, the screen length that <br /> has been specified (40 feet) is excessive. Site specific conditions rarely require the use of a <br /> screen longer than 20 feet and a filter pack longer than approximately 23 feet. In any case,the <br /> representative supervising the well installation shall be careful to not construct a screened(or <br /> filter packed) zone across two aquifer zones. By 30 April 2001, resubmit Figure 4 showing a <br /> shorter well screen and address the well construction that is proposed in the workplan. <br /> Permits from the San Joaquin County Environmental Health Department are required for <br /> installation of groundwater monitoring wells. <br /> — If a slip cap is used on the bottom of the well casing, it must be secured using stainless steel <br /> screws. <br /> The workplan is approved on the condition that the above comments are addressed in an addendum letter <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> The energy challenge facing California is real.
