' SEC w .secoccom INTERNATIONAL S E C O R INCORPORATED 4463 White Bear Parkway#106 White Bear Lake,Minnesota 55110 651-653-9112 TEL 651-653-1751 fAR June 16, 2004 Mr. Dana Thurman ' Chevron Environmental Management Company 6001 Bollinger Canyon Road, K2236 San Ramon, California 94583 REPHASE I/LIMITED PHASE II ENVIRONMENTAL SITE ASSESSMENT Formerly Proposed Chevron Service Station No. 21-0739 (Undeveloped) Northwest Corner of Valpico Road and MacArthur Drive Tracy, California Dear Mr. Thurman: At the request and authorization of ChevronTexaco (Chevron), SECOR International Incorporated 1 (SECOR)has completed a Phase I/Limited Phase II Environmental Site Assessment(ESA)of formerly proposed Chevron Service Station No. 21-0739 located at the northwest corner of Valpico Road and MacArthur Drive, in the City of Tracy, California (the Site). This Phase I ESA was conducted in ' accordance with established Chevron Due Diligence Guide for Property Transactions: Undeveloped Sites; and,ASTM Practice E1527-00. The following Executive Summary outlines SECOR's findings and recommendations. Please read the report for a comprehensive accounting of investigative results. ' EXECUTIVE SUMMARY ' The purpose of the assessment was to obtain information regarding potential areas of environmental concern that may be associated with past, current, and/or future proposed land use, both on and in the vicinity of the Site.The Site consists of approximately 1.7 acres of land located at the northwest comer of ' Valpico Road and MacArthur Drive, in the City of Tracy, County of San Joaquin (Figure 1). The Site is currently vacant/undeveloped land. A Site Map is included as Figure 2. No surface staining or discolored soils were noted throughout the Site. There were no potential environmental concerns observed on the Site at the time of the Phase I Site reconnaissance on April 20,2004. Site photographs are included as Appendix A. ' The Site vicinity consists of vacant land and single-family residences to the north, MacArthur Drive and single-family residences to the east,Valpico Road and single-family residences to the south,and vacant land to the west. A Site Vicinity Map is included as Figure 3. ' A search for properties within 1-mile of the Site with environmental concerns was conducted and three properties were listed within 1-mile of the Site. SECOR determined that the listed facilities have not had ' potential releases to the environment that would likely impact soil and/or groundwater quality beneath the Site. Additionally, the Site was not included on any lists indicating that a release had occurred. ' FINAL Phase 1-1121-0739.doc
