Wingfoot/JB Hunt Inspection <br /> 5/30/06 <br /> Routine inspection of Wingfoot Commercial Tire Systems at 405 Gandy Dancer Drive, <br /> Tracy, performed this date by Jenni Ruiz,REHS,with EHS Trainee, Toua Yang. <br /> Inspection began with Bit,the Plant Manager. By request, Bit gave a twenty-minute tour <br /> of the tire retreading facility before the inspection began in order to explain the retreading <br /> process. <br /> After the tour,the site was inspected for Tire Storage Standards and used and waste tires <br /> were counted to total about 400 waste tires and 700-800 used tires. Bit explained that a <br /> trailer of used tires, not yet recapped, was being shipped within the hour by JB Hunt to a <br /> rail yard in Stockton. I asked if the carrier would leave a Used and Waste Tire Manifest. <br /> Bit did not know, but explained that the Office Manager would be returning soon. In the <br /> meantime, Bit located tire manifests for documentation of Wingfoot waste tire disposal <br /> by Golden By Products. <br /> Office Manager,Neil Royel, arrived and provided CTLs, Waste Tire Manifests and Trip <br /> Logs. Present were Bit and Felix, who is a hauler for Wingfoot. Discussion ensued <br /> regarding the CTLs that should be reflecting the delivery of customer tires to the <br /> Wingfoot plant. As the inspection was being completed,the driver for JB Hunt arrived to <br /> remove the trailer of used tires. He was not going to manifest the load, he said,because <br /> he was out of Arkansas and he was transporting under a Federal Railway Freight Log, so <br /> the California Manifesting Requirements were not applicable to him. He further <br /> explained that the trailer currently holding the tires was a railway carrier,not a regular <br /> over-the-road trailer, which was why Wingfoot was not hauling the load for themselves. <br /> The CIWMB Waste Tire Hotline was called for direction,but the student could not locate <br /> an immediate source of help. Meanwhile, the driver for JB Hunt phoned his corporate <br /> office. JB Hunt Corporate office instructed the driver to leave the load of tires behind <br /> because company policy does not allow used tires to be hauled by their trucks. <br /> No tires were hauled by JB Hunt. The inspection was completed (15-1013780). <br /> Appointment was set for 6/02/06 at 11:30 to re-train haulers and managers to fill out <br /> CTLs properly. At that time,the situation with JB Hunt will be discussed further to <br /> ensure understanding of future hauls by contracted companies. <br />
