January 2009 — In accordance with the August 15, 2008 CVRWQCB request, PSC prepared <br /> ' and submitted the Vapor Intrusion Survey —Soil Gas Sampling Work Plan on September 30, <br /> 2008. The field activities were performed in January 2009. The Vapor Intrusion Survey — <br /> Soil Gas Sampling Report was prepared and submitted to CVRWQCB on March 31, 2009. <br /> ' The CVRWQCB approved the report in their response letter dated April 29, 2009. <br /> June 2009—In accordance with the August 15, 2008 CVRWQCB request, PSC submitted the <br /> ' Feasibility Study/Remedial Evaluation Report to CVRWQCB on November 30, 2008. The <br /> CVRWQCB reviewed the report and submitted a request to submit a remediation pilot study <br /> work plan in a letter dated December 23, 2008. As well, the CVRWQCB requested a work <br /> plan to install additional groundwater monitoring wells at the Site. PSC prepared and <br /> submitted to CVRWQCB the BioSparge Detailed Evaluation and Monitoring Well <br /> Installation Plan on April 1, 2009. In this plan, PSC recommended that additional sampling <br /> ' be performed during the monitoring well installation to further evaluate the biosparge as a <br /> remedial alternative. The CVRWQCB approved the monitoring well installation work plan, <br /> but wanted additional justification for the biosparge evaluation sampling. PSC submitted <br /> ' correspondence detailing the necessity for the additional sampling in an email message to the <br /> CVRWQCB on May 12, 2009. The well installation field activities were performed in June <br /> 2009. <br /> 1.2.3 Groundwater Monitoring <br /> PSC initiated quarterly groundwater monitoring at the Site in January 2007 in accordance <br /> ' with the September 26, 2006 CVRWQCB request. Prior to this, it appears as though MW-1 <br /> was sampled once in February 1996 and MW-7S and MW-7D were sampled once in October <br /> 1997. There is no record that VE-1 was sampled prior to 2007. <br /> ' From January through May 25, 2007, approximately 500 milliliters (mL) of liquid-phase <br /> hydrocarbons (LPH) were removed from well VE-1. LPH has not been detected in well VE-1 <br /> ' since April 2007. Consequently, VE-1 has been sampled during quarterly groundwater <br /> monitoring activities since July 2007. The CVRWQCB requested that well VE-1 be included <br /> in all subsequent quarterly monitoring events in a letter dated October 12, 2007. LPH has not <br /> been detected in the other wells installed at the Site on behalf of Sara Lee and its <br /> predecessors. <br /> ' The CVRWQCB requested that the monitoring wells continue to be monitored on a semi- <br /> annual basis during the second and fourth quarters in a letter dated March 17, 2010. The letter <br /> also stated that since the Site's application into the Commingled Plume Account is under <br /> review that the board is directing all subsequent activities to be coordinated through a single <br /> point of contact. Since PSC is not the point of contact, the subsequent activities including the <br /> semi-annual groundwater monitoring will not be coordinated or reported by PSC. <br /> ' 1.3. Local Geology <br /> Soil encountered in the 15 borings and wells drilled at the Site in 2007 generally consisted of <br /> silt and/or clay with lesser amounts of sand.
