LINCOLN STREET, STOCKTON, <br /> -SAN JOAQUIN COUNTY, CALIFORNIA <br /> I reviewed the Work Plan for Well Destruction (Workplan), received 6 January 2011 and <br /> submitted by Mr. Kong's consultant Stratus Environmental, Inc (Stratus). The Workplan <br /> proposed the decommissioning of the Dolly Madison (Site) monitoring and remediation wells <br /> by pressure grouting or over-drilling, and the removal of the soil vapor extraction/air sparging <br /> remediation system. In an email to Stratus on 14 February 2011 , Stantec, the lead consultant <br /> for the neighboring commingled plume sites (440, 441, 508 W. Charter Way and <br /> 1444 S. Lincoln St.), requested transfer of four Site monitoring wells (MW-6, MW-8, MW-9, <br /> and MW-15) for their underground storage tanks project. Stantec was also informed by me in <br /> conversation on 18 January 2011 that a response to their public participation comments is on <br /> State Water Resources Control Board Geotracker website, that the Site closure report <br /> language was being modified by Stratus to remove the reference to the commingled plume <br /> sites as the sole source of all Site contamination below the A-zone, and to state that residual <br /> contamination left onsite after Site remediation is not significant enough to delay the closure. <br /> You are directed to begin planning (acquire San Joaquin County well permits, contract drillers, <br /> etc) the well abandonments, pending transfer of the monitoring wells to Stantec and their <br /> acceptance of the revisions to the closure report. Once we receive confirmation that the well <br /> transfers have occurred and the closure report modifications have been accepted by Stantec, <br /> final approval to begin well abandonment will be granted.
