Stratus Environmental, Inc (Stratus) is submitting the attached report that presents the results of <br /> the first quarter 2003 quarterly monitoring and sampling event for Interstate Brands Corporation <br /> (IBC), former Dolly Madison facility, located at 1426 South Lincoln Street, Stockton, California <br /> This report is in compliance with California Regional Water Quality Control Board requirements <br /> for underground storage tank investigations <br /> This report also includes monitoring and sampling data for the fourth quarter 2002 monitoring <br /> and sampling event, performed November 13, 2002 These data have not previously been <br /> reported Fourth quarter 2002 analytical data from well MW-2 were anomalously high, with <br /> TPHG and BTEX reported at concentrations two to three orders of magnitude above any <br /> previously reported concentration Submittal of the fourth quarter monitoring and sampling <br /> report was delayed until results of the first quarter 2003 event were received As shown in the <br /> attached Table 1, TPHG and BTEX concentrations reported for well MW-2 during the first <br /> quarter 2003 sampling event are consistent with historical concentrations reported before the <br /> fourth quarter 2002 <br /> At this time there is no readily apparent explanation for the sudden, anomalous spike in <br /> concentrations observed in well MW-2 during the fourth quarter 2002 Stratus re-inspected the <br /> surface completions of the wells, and they appear to be in good repair The UST and dispenser <br /> were removed in 1988, and gasoline has not been stored or dispensed at the site since As shown <br /> on Figure 2, there are several other UST saes in the immediate vicinity of the IBC facility, and <br /> • the anomalous TPHG and BTEX concentrations reported for well MW-2 may be related to <br /> several factors (i e laboratory error, sample collection or handling procedures, etc ) Given that <br /> P 11 B C\Stockton\Qrt1y120031IBC Stockton-I Q03 DOC 51-RATUS <br />
