V <br /> Environmental Assessment Report Advanced Environmental Concepts, Inc. <br /> 1.0 INTRODUCTION <br /> This report presents the results of an investigation conducted by Advanced Environmental Concepts,Inc. <br /> (AEC)to evaluate the potential for soil and groundwater contamination resulting from the daily operation of two <br /> gasoline and one diesel underground storage tank(s) (previously removed in approximately 1992), and in the <br /> areas surrounding an aboveground weed oil storage tank, an agricultural chemical storage building, and a <br /> drainage sump. The site is located at 700 West Linne Road, approximately 6 miles southeast of Tracy, <br /> California. Site location is shown on Figure 1. <br /> The soil and groundwater sampling was performed on January 9, 1997 and March 11, 1997 in general <br /> accordance with the work pian previously designed and submitted by AEC and approved by the San Joaquin <br /> County Public Health Services-Environmental Health Division (SJCPHS-EHD). This investigation was <br /> authorized by Mr.Frank Oberti,Prudential Agricultural Investments and conducted under the supervision of Mr: <br /> Mike Inferna, Hazardous Materials Specialists, SJCPHS-EHD. <br /> V <br /> Contained in this report is background information regarding existing site characteristics, regional and local <br /> hydrogeological profiles,and the project history. Also included in the following sections are the objectives and <br /> scope of investigation, detailed investigative procedures, and subsequent findings. Finally,AEC provides an <br /> `r evaluation of said findings and makes related conclusions and recommendations. The report appendices <br /> contain project maps and figures(Appendix A),soil boring logs(Appendix B), and laboratory reports/chain-of- <br /> custody documents(Appendix C). <br /> 6W <br /> 2.0 BACKGROUND <br /> V <br /> At the request of Prudential Agricultural Investments,AEC performed a Preliminary Site Assessment(PSA) on <br /> a 729 acre agricultural parcel located approximately 6 miles southeast of Tracy, California during August and <br /> September, 1996. The subject property, identified as Paulson Farms and located at 700 West Unne Road, <br /> was owned by Mr.Robert Bogetti and Sons and is now owned by Prudential Agricultural Investments. The 1996 <br /> PSA was performed in order to identify existing environmental concerns at the subject site prior to finalizing <br /> foreclosure proceedings. <br /> Based on the results of the PSA, two former underground storage tank (UST) emplacements possibly <br /> containing three UST's were identified in the compound area south of the residence in the central portion of the <br /> 60 property. The USTs,thought to formerly contain gasoline and diesel, had been excavated and removed during <br /> July, 1992. No UST removal permitting,regulatory oversight,and/or soil sampling requirements of San Joaquin <br /> County were undertaken during the 1992 excavation and removal procedures. Subsequent to the UST <br /> removals,San Joaquin County Public Health Service-Environmental Health Division (SJCPHS-EHD) notified <br /> 60 the UST owners (Mr. Robert Bogetfi and Sons) that a written closure plan must be submitted for County <br /> approval.
