Stantec <br /> PHASE II ENVIRONMENTAL SITE ASSESSMENT REPORT <br /> 4.0 Conclusions and Recommendations <br /> 4.1 CONCLUSIONS <br /> Stantec was contracted by Calpine to conduct a Phase II ESA of the commercial property <br /> located at 1301 Lockeford Street in Lodi, California. This report documents the results of the <br /> soil vapor and subsurface assessment completed at the Site in support of Calpine's <br /> environmental due diligence. <br /> The Phase I ESA stated that the Site used PCE (a halogenated/chlorinated solvent) in their <br /> parts washer that was located in the southwest corner of the southern warehouse in the shop <br /> portion of the building. The use of PCE and other halogenated/chlorinated solvents are <br /> considered as significant environmental concerns because these solvents can easily penetrate <br /> through concrete and are environmentally persistent. <br /> PCE, when used as a cleaning agent in the parts washer, would likely have been applied in a <br /> diluted form with the wash water. The practice of using PCE as a cleaning agent is no longer <br /> used by Calpine. Analytical results from the soil sample SS-5 and the soil vapor sample SV-5 <br /> collected in the vicinity of the former parts washer were not detected above the laboratory MDL <br /> for PCE. <br /> Based on the results of the Phase II ESA, the following conclusions are noted: <br /> • Shallow soil vapor concentrations were screened against the CHHSLs commercial/ <br /> industrial soils and the RWQCB ESLs for commercial/industrial soils. No VOC analytical <br /> results were detected above their corresponding CHHSLs and ESLs in the 6 soil vapor <br /> samples analyzed except for PCE. PCE was detected above the CHHSL and ESL <br /> screening levels in the soil vapor sample SV-2, that was collected in the southwest <br /> corner of the northern warehouse. The concentrations of the remaining VOCs were <br /> observed approximately one order of magnitude below the screening levels. <br /> • Soil samples were collected from each soil vapor borehole during the hand augering of <br /> the boreholes. Selected soil samples from SS-1, SS-2, SS-5, and SS-6 were chosen for <br /> chemical analyses based on locations of suspected historical features/existing <br /> subsurface impacts, and the soil vapor analyses. The remainder of the soil samples <br /> were placed on hold pending the soil vapor analytical results. Based on the analytical <br /> results from the soil vapor samples, no additional soil samples were analyzed. <br /> • The soil samples SS-1, SS-5, and SS-6 were analyzed for TPH fuel fingerprint, VOCs, <br /> and the CAM 17 metals. Additionally, soil sample SS-2 was analyzed for VOCs only <br /> based on the soil vapor analyses that detected PCE. <br /> • VOC analytical results for soil samples SS-1, SS-2, SS-5, and SS-6 reported minor <br /> i:\projects\c 1pine\lodi\reportlodi.svrpt.dou 4.1 <br />
