Lindsay Street, Stockton, CA <br /> Dear Ms. Ratliff: <br /> On. behalf of the property owners, WaterWork would like to respond <br /> to the County' s letter dated January 3, 1991, regarding soil <br /> excavation at the Skobrak property, 888 east Lindsay Street in <br /> _Stockton. This letter addresses the items in the ord in which <br /> they were presented. <br /> .A.. WaterWork ,will endeavor to provide site-specific Health and <br /> Safety Plans with all future workplans submitted to the <br /> County for review -and approval. It should be pointed out, <br /> -.however, ,that :the workplan was submitted to the County well <br /> in advance of commencement of work. <br /> B. I.n general , we appreciate receipt of verbal workplan <br /> approval, as it expedites implementation of site cleanup. <br /> -However, in some cases where modifications to the workplan <br /> are. recommended by. County staff, it may be advisable to <br /> provide written confirmation as a follow-up measure to avoid <br /> any misunderstandings. A . hand-written. phone log would be <br /> sufficient to avoid the existing situation discussed below. <br /> 1 . ) On September 5, 1990, Ms. Darlene Reuss of San Joaquin . <br /> County Health staff telephoned to authorize excavation <br /> {. at the site pursuant to the workplan, with the <br /> specification_ that lead be analyzed by method. 7421, <br /> which was 11 ' erSt to mean organic lead by DHS/LUFT. <br /> If total or soluble lead is of concern to the County, <br /> analyses of comfirmation samples of stockpiled soils can <br /> be conducted for TTLC and/or STLC. <br /> 2. ) The workplan did not specify analysis of total petroleum <br /> hydrocarbons __-ds diesel (TPHD) .
