Lindsay St. <br /> Stockton, CA 95202 <br /> The San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has completed the review of the Soil Remediation <br /> Plan (SRP) submitted by WaterWork on December 10, 1990. It is the <br /> opinion of the staff of PHS/EHD that further investigative measures <br /> will be necessary before site closure can be considered. We have <br /> the following comments and recommendations for further site <br /> evaluation: <br /> A. Health and Safety Plans submitted within Work Plans and <br /> other reports submitted for review should be site <br /> specific. The Health and Safety Plan for your site did <br /> not include: <br /> 1. ) Material safety data sheets (MSDS) for lead, diesel <br /> or mineral spirits (Chevron thinner 350B) . <br /> 2 . ) Emergency phone numbers. <br /> 3 . ) Hazardous exposure guidelines for all potential <br /> contaminants. <br /> 4. ) Emergency route map to hospital from site. <br /> B. Field work performed at this site deviated from the Work <br /> Plan submitted by WaterWork on June 4 , 1990: <br /> 1. ) Organic Lead Analysis, using LUFT method, was <br /> performed instead of the stated and requested <br /> method to identify "extractable lead" (Waste <br /> Extraction Test using Title 22) . <br /> 2 . ) EPA method 418 . 1 (total petroleum hydrocarbons) was <br /> used instead of 8015 modified to analyze for total <br /> extractable hydrocarbons (TPH-diesel) . Method <br /> 418 . 1 is a gross measurement of all hydrocarbons <br /> present within a certain carbon chain length. It <br /> does not identify specific hydrocarbons but lumps <br /> all hydrocarbons together. As such, it is used as <br /> a method to identify hydrocarbons which fall into <br /> the category known as "oil and grease. " It cannot <br /> be used to replace GC-FID method to analyze for <br /> TPH-diesel. <br /> A Division of San Joaquin County Health Care Services <br />
