(GTI) and has the following comments.
Your contaminated underground storage tank(UST)site has been under investigation since 1995
and underwent corrective action for site remediation in February 2005. Five quarterly groundwater
monitoring and sampling events have been completed since the remediation was performed.
Detections of contaminants remain in the sites one impacted well, but at concentrations reduced
and decreasing from those reported prior to the remediation. As indicated in correspondence
dated September 2, 2005, SJCIEHD is currently reviewing your site for regulatory closure.
A Closure Report following the Regional Water Quality Control Board, Central Valley Region
(CVRWQCB)Tri-Regional Guidelines Appendix A may be prepared. The closure report must
include an evaluation of the risk for vapor intrusion into the onsite buildings posed by the remaining
soil and groundwater contamination. The San Francisco Bay Regional Water Quality Control
Board (SFRWQCB)Tier I Environmental Screening Levels (ESL)can be used as a tool to justify
that levels of contaminants remaining in the soil or groundwater are not a human health risk. The
level of benzene in the soil in the area of MW-4 exceeds the SFBRWQCB screening level for vapor
emissions to indoor air and direct exposure. There may be additional contaminant levels remaining
that exceed the SFBRWQCB screening levels. Therefore, further evaluation of this pathway for
risk to human health is required. Modeling may be appropriate, or collection of soil gas samples
may be necessary. If further data is required to justify closure of this site submit a work plan for
collection of the data to SJCIEHD no later than June 15,2006. If you consider no further data is
required, please submit the Closure Report no later than July 7, 2006.
If you have any questions please call Lori Duncan at(209)468-0337.
Donna Heran, RENS, Director
Environmental Health Department
Lori Duncan, Senior REHS Margaret La orio, Supervising EHS
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
cc: James Barton, PG, CVRWQCB
Eric Price, GTI
