Ms. Duncan approved the work plan on June 28, 2000.
A delay in the work plan implementation occurred due to a change in the Responsible Parry.
Cost pre-approval was obtained on October 28, 2001.
In April of 2002, GTI and V&W Drilling installed one deep monitoring well to 35 feet WOW
grade (MW-101). On June 18, 2002, GTI prepared and submitted the Site Characterization,
Monitoring Well Installation and Groundwater Monitoring Report documenting the work
performed during April of 2002. The report recommended continued groundwater monitoring
and testing for biodegradation indicators. The recommendations were approved by Ms Lori
Duncan, SJC PHS/EHD, in a letter dated July 22, 2002.
On September 30, 2002, GTI prepared and submitted the 3`1 Quarter 2002 Groundwater
Monitoring Report recommending the site be considered for closure. The request was denied
by Ms Duncan in a letter dated March 3, 2003. A meeting was scheduled between Mr. and Mrs.
Sinclair, Ms Duncan and Eric Price of GTI for March 27, 2003 to discuss the direction of the
project and remediation alternatives.
The Sinclair's were enthusiastic about active remediation at the site. Investigating the extent of
contaminated soil via GeoProbe and the excavation of the heavily contaminated soil was the
alternative agreed upon by all parties as being the best approach.
Ms. Duncan, in a letter dated March 3, 2003, requested that a work plan be submitted to address
completing the site investigation. GTI prepared and submitted the Work Plan for Monitoring
Well Installation & GeoProbe Investigation on June 24, 2003.
On July 18, 2003, SJC-EHD approved the work plan with some revisions including the
installation of two additional borings to be advanced at locations requested by SJC/EHD in the
March 3, 2003 correspondence. GTI submitted an addendum to the July 18, 2003 work plan on
August 6, 2003, to include the installation of these two borings.
Proposed Direction of Pro'ect
To evaluate the remedial alternatives for the Sinclair Trucking Site and to further define the
extent of the plume, Geological Technics Inc. proposed the following work be performed at the
site:
I. Monitoring Well Installation
• Mark the drilling sites for underground utility clearance by USA
• Obtain permits and/or access agreements (billed on T&M)
• Install one (1) Monitoring Well downgradient of the former UST
• Submit up to two (2) soil samples to Sherwood labs for analysis
• BTEX, TPH-G (EPA method 8021 B)
o MTBE by EPA method 8021B (positive result confirmed by EPA method 8260)
