Brown`and Caldwell '%' <br /> Consultants <br /> 723 S Street <br /> Sacramento <br /> California 95814-7092 OCT 0 9 199 <br /> 444-0123 <br /> FAX(916)444-9437 E \YIRONMOTAL HEALTH <br /> PERMIT/SERVICES <br /> October 6, 1992 <br /> Mr. Salvatore Trinchera <br /> California Cedar Products Company <br /> Post Office Box 8440 <br /> Stockton, California 95208 017-7046-01 <br /> Subject: Work Plan for the Overexcavation of Diesel Affected Soil <br /> at California Cedar's Lockeford Facility <br /> Dear Mr. Trinchera: <br /> This work plan describes the planned overexcavation of the small area of diesel affected soil <br /> remaining in the tank excavation from the August 26, 1992 tank removal at California Cedars' <br /> Lockeford Facility. Attachment 1 presents the report of sample results from the tank removal. <br /> The area to be overexcavated is in the area where sample T-2-1 @ 14 was collected. <br /> Overexcavation is recommended because it is the most efficient and cost effective means of <br /> remediation. In addition, it would be desirable to close the site prior to the start of the rainy <br /> season and remediation by overexcavation can be completed quickly. Work will begin within <br /> one week of County approval of this overexcavation plan. <br /> Brown and Caldwell Consultants (BCC) is not anticipating that a large volume of soil will <br /> need to be removed for two reasons; (1) Other samples in the excavation were well below <br /> regulatory action levels or nondetectable at 15 feet below grade and(2)The excavator planned <br /> to perform the excavation has limits, both in depth and laterally. It is anticipated that only <br /> 20-30 cubic yards of additional material will be generated. In the event the diesel affected <br /> soil extends beyond the capacity of the planned excavator, a second more extensive work plan <br /> will be submitted for County approval. <br /> Following removal of the diesel affected soil, BCC personnel will collect 3 soil samples from <br /> the walls of the overexcavation. These samples will be analyzed for total petroleum <br /> hydrocarbons using EPA Method 8015 modified (diesel). Upon receipt of laboratory results <br /> a report will be submitted to California Cedar Products Company and the County <br /> Environmental Health Department for documentation and to acquire approval for closure. <br /> Disposal of the stockpiled material generated during this phase of work and the material <br /> already on-site from the tank removal activity will be assessed once the total amount of <br /> material is known. A plan outlining the recommended disposal options will be submitted to <br /> the County for approval prior to disposal. <br /> z <br />
