San Joaquin County
July 28. 1992
Page 2
SCOPE
The scope of this activity will include excavation and removal of the piping and the USTs.
The three 10,000-gallon USTs will be inverted using dry ice and removed in accordance with
SWRCB LUFT Field Manual. The tanks will be manifested and loaded immediately for
transport and disposal by Erickson Inc., in Richmond,California.
Once the tanks are removed from the excavation, two samples will be collected beneath each
tank location and two composite samples will be collected from every 50 yards of excavated
material. These samples will be analyzed using U.S. Environmental Protection Agency (EPA)
Methods 8020 and 8015 for benzene, ethylbenzene, toluene, xylenes and total petroleum
hydrocarbons (diesel). Since the tanks are within a fenced facility, the excavation will be
flagged with construction tape and barricades to alert the employees working at the facility.
All excavated material will be placed on, and covered with, plastic sheeting pending results
from the laboratory. Upon receiving the results from the laboratory, the final disposal of this
material will be determined for the excavated material. If off-site disposal of this material is i
chosen, approval by the County will be acquired.
Appendix A presents detailed descriptions for sampling from stockpiles and excavations, j
sampling handling, and quality assurance plan.
Appendix B presents the site safety and health plan to be implemented for this investigation.
This plan meets CFR 1910.120 requirements for this type of activity.
CONTRACTORS
Armour Petroleum Service and Equipment Corporation, California General Contractors
License #498721, Class A.
L.
