' LFR Inc. <br /> ' 1.0 INTRODUCTION <br /> ' This report was prepared by LFR Inc. (LFR) on behalf of the California Integrated <br /> Waste Management Board (CIWMB) for submittal to the Regional Water Quality <br /> Control Board (RWQCB), Department of Toxic Substances Control (DTSC), and San <br /> Joaquin County Environmental Health Department (SJCEHD). This report presents the <br /> methods and procedures used to destroy groundwater monitoring wells MW-8 and <br /> MW-9, located north of the Tracy Tire Fire Site, located in San Joaquin County, <br /> ' California ("the Site"; Figures 1 and 2). <br /> Well destruction activities were conducted in accordance with the "Work Plan for <br /> ' Destroying Groundwater Monitoring Wells MW-8 and MW-9 at the Tracy Tire Fire <br /> Site, Tracy, California," prepared by LFR and dated April 10, 2007 (the "Work <br /> Plan"). <br /> ' Installation and construction details of wells MW-8 and MW-9 are provided in the <br /> following reports, which were prepared by LFR: <br /> ' • Monitoring Well MW-8 Installation Report, Tracy Tire Fire Site, Former Royster <br /> Tire Disposal Facility, Tracy, California, May 31, 2006 <br /> ' • Monitoring Well MW-9 Installation Report, Tracy Tire Fire Site, Former Royster <br /> Tire Disposal Facility, Tracy, California, August 11, 2006 <br /> ' 1.1 Background <br /> ' On September 21, 2006, the Tracy Tire Fire Site property was sold at a public tax-lien <br /> auction. San Joaquin County sponsored the auction due to back taxes owed to the <br /> County. As a result of the property sale, the CIWMB will no longer direct or manage <br /> environmental investigation/restoration activities at the Site; therefore, no additional <br /> groundwater sampling/evaluation activities are scheduled. <br /> ' It has been determined that wells MW-8 and MW-9 are no longer deemed necessary <br /> for monitoring the groundwater quality downgradient from the Site. Additionally, the <br /> wells are located on an active aggregate mining facility and the property owner <br /> (Teichert Aggregate) has requested, via electronic-mail (e-mail), that the wells be <br /> destroyed. Mr. Steve Azevedo, of Teichert Aggregate, sent the e-mail request to Mr. <br /> Todd Thalhamer, of the CIWMB, on January 2, 2007. <br /> ' In response to the request by Teichert Aggregate to have wells MW-8 and MW-9 <br /> destroyed, the CIWMB sent an approval letter, dated April 25, 2007, to Mr. Harlin <br /> Knoll of the SJCEHD. The letter provided approval to destroy the wells and generally <br /> stated that LFR would supervise destruction of the wells in accordance with State and <br /> County guidelines after receiving the appropriate well destruction permit from the <br /> ' SJCEHD.
