AEROSOL CANS MANAGEMENT <br />An "aerosol can" is a container in which gas under pressure is used to aerate and <br />dispense any material through a valve in the form of a spray or foam. Non -empty <br />aerosol cans are universal wastes. An aerosol can becomes a waste on the day <br />it is discarded or is no longer useable. Depending on the former content, an <br />empty aerosol may still contain residues of hazardous waste. However, aerosol <br />containers are exempt from regulation when the container is emptied and <br />punctured using a manufactured puncturing device of aerosol containers. <br />STORAGE & HANDLING OF AEROSOL CANS <br />General Guidelines <br />➢ Processing of non -empty aerosol cans (puncturing, draining or crushing) requires notification to the local Certified <br />Unified Program Agency (CUPA) via a certified mail with a return receipt requested no later than the date on <br />which processing begins with the following information: <br />• Handler name, identification number, site address, mailing address, and telephone number <br />• Description of the universal waste aerosol can processing activities, including type and estimated volumes <br />or quantities of aerosol cans to be processed monthly, treatment processes, equipment description and <br />design capacities and <br />• Characteristics and management of hazardous treatment residuals (HSC 25201.16 0)(1)) <br />Any drained material or residues from the processing of non -empty aerosol cans must be determined whether or <br />not they are hazardous (see Hazardous Waste Determination SOP); if hazardous, then drained material or <br />residues must be managed as hazardous wastes <br />➢ Properly emptied and punctured aerosol cans (excluding those that previously contained acute or extremely <br />hazardous waste) are NOT hazardous wastes <br />Universal Waste Non -Empty Aerosol Cans <br />➢ Store universal waste non -empty aerosol cans in designated containers compatible with materials, in areas with <br />sufficient ventilation, and on floors or impervious surfaces free of cracks or gaps <br />➢ Keep containers closed that are used to accumulate or transport aerosol cans or waste drained from the cans, <br />unless waste is being added or removed <br />➢ Inspect storage areas and containers of non -empty aerosol cans on a weekly basis <br />➢ Universal waste aerosol cans may be accumulated for up to one year <br />Acute or Extremely Hazardous Waste Aerosol Cans <br />To determine if waste is federally -listed under RCRA, please contact Safety & Facilities <br />➢ Store acute or extremely hazardous waste (empty or non -empty) aerosol cans up to 90 days for large quantity <br />generators or 180 days for small quantity generators (SQG) <br />LABEL AS FOLLOWS <br />➢ Universal waste non -empty aerosol cans labeled as "Universal Wast,. -Aerosol Cans", "Waste Aerosol Cans", or <br />"Used Aerosol Cans" and initial date of accumulation <br />➢ Acute or extremely hazardous waste aerosol cans labeled as "Hazardous Waste," content, initial date of <br />accumulation, and the name and address of the generator <br />TRANSPORTING AEROSOL CANS OFF-SITE <br />➢ A registered hazardous waste hauler is NOT required for transport unless the aerosol cans are being managed as <br />hazardous wastes and are being shipped to a hazardous waste disposal facility <br />➢ Each hazardous waste shipment must accompany a shipping form, such as a manifest or bill of lading <br />Hazardous waste aerosol cans must accompany a manifest and disposed at a hazardous waste disposal facility <br />➢ Universal waste aerosol cans shall be shipped to an authorized consolidation or storage facility of universal waste <br />aerosol cans; (2) an authorized recycling facility; or (3) a hazardous waste disposal facility for universal wastes. <br />Empty and punctured aerosol cans are allowed for disposal as municipal solid waste [non -hazardous] <br />PAPERWORK <br />• Keep all applicable records, such as shipping papers, inspection logs and other forms, for 3 years <br />DO NOT DISCARD NON -EMPTY AEROSOL CANS IN TRASH BINS <br />
