Prelimin•Environmental Assessment Work Plan <br /> Pittman Elementary School <br /> April 21,2003 <br /> Revised July 2,2003 <br /> Page 7 <br /> 4.0 REPORTING <br /> A PEA Report will be prepared for submittal to the DTSC describing the results of the investigation. The <br /> Preliminary Endangerment Assessment Guidance Manual will be used for final evaluation of the site. At <br /> a minimum the report will include: (1) an executive summary, (2) introduction, (3) site description, (4) <br /> background information, (5) apparent problem statement, (6) environmental setting, (7) sampling <br /> activities and results, (8)evaluation of risk and hazard, and(9) conclusions and recommendations. <br /> The evaluation of potential risks and hazards shall be conducted by applying the following three criteria <br /> for determining whether a metal is a chemical of potential concern (COPC): 1) Compare the highest site <br /> concentration with the highest background concentration. If the site concentration is equal to or less than <br /> the background, the metal may be eliminated as a COPC. 2) Compare the site arithmetic mean <br /> concentration with the highest background concentration. If the site mean is less than the highest <br /> background, then the metal may be eliminated as a COPC. 3) Compare the site arithmetic mean <br /> concentration with the background 95% upper confidence limit (UCL) concentration. If the site mean is <br /> less than the background 95% UCL, then the metal may be eliminated as a COPC. Pesticides, methane, <br /> hydrogen sulfide, VOCs, and PCBs will be considered COPCs if they are detected in any of the samples. <br /> )t Any constituents detected in soil vapor samples will be evaluated according to the Johnson and Ettinger <br /> Model for Subsurface Vapor Intrusion into Buildings. <br /> 5.0 SCHEDULE <br /> Public notice of the planned fieldwork will be initiated after approval of the work plan by the DTSC. The <br /> DTSC will be notified seven days in advance of any planned fieldwork. Fieldwork will begin within <br /> approximately ten days (weather permitting) after approval of this work plan by the DTSC and when <br /> notification from the client indicating access to the site has been secured. The field activities outlined <br /> above can be completed in two weeks (weather permitting). Laboratory analyses typically require four to <br /> six weeks to complete. Condor can provide a draft report approximately three weeks following receipt of <br /> the laboratory analytical results with a draft final two weeks later. A revised detailed project schedule <br /> R prepared with Microsoft Project is included in Appendix F.
