*nary Environmental Assessment Report
Pittman Elementary School,Stockton,CA
December 10,2003
Page 27
•'
'this assessment revealed evidence of recognized endangerment in connection with the property that may
result in a lifetime increased cancer risk greater than one-in-a-million and adverse health effects from
lead. Figure 14 (Appendix A) identifies samples that lead to conclusions about areas of potential health
concern. Based on review of the background information referenced in Section 2.0, the site visits
performed by Condor, the laboratory analytical results of soil samples collected during the PEA, and risk
and hazard calculations, Condor concludes the following:
lawn Area
Concentrations of hexavalent chromium and cobalt in some soil appear to pose a potential health risk.
Past use of pest control and gardening chemicals adjacent to structures has resulted in a residual
concentration of chemicals in soil with some health risk.
Structure Dr' ltp ines
Soil sampling around site structures identified certain areas where lead concentrations pose a significant
health hazard.
Natural Gus Field
No physical or health hazards associated with the former natural gas field were identified.
Eastern Former T lnderaro mtorage.Tanks Site
No health hazards associated with the eastern former underground storage tanks site were identified.
• Northern Former Underground Storage Tanks Site
Elevated cancer risk is indicated by soil gas sample results along the northern site boundary.
Polychlorinated Biphenyls (PCSites
No PCBs were identified at any of the sites tested.
Condor recommends further action in the form of a Supplemental Site Investigation (SSI) to
characterize the extent of contamination in the lawn area and the structure driplines. At this time,
Condor also recommends a removal action to remove the lead contaminated soil. Additional
removal actions may be required based on the results of the SSI.
11.0 LIMITATIONS
The scope of work for this report is intended to provide a limited review of certain information related to
the possible presence of contamination ("recognized environmental condition') at or beneath the site.
This report is not intended to eliminate all risk of the subject property bearing some degree of
environmental liability. Condor cannot and will not warrant or certify that the site is free of contaminants
because it is impossible to know if such a condition exists. Although risks can never be eliminated, more
detailed and extensive investigations yield more information. This information may help facilitate
management of risks.
This project was performed in general conformance with a work order proposal dated July 2, 2003 and
approved by the District. The scope of work for this project was limited to an evaluation of
environmental concerns associated with the potential presence of hazardous materials in conjunction with
• current and previous activities on a property and did not include other services that are not described in
A 1
i1 CONDO
