The southern portion of the site is the location of a <br /> warehouse, a transportation building, the historic Grant House with a small associated shed, a Pacific Gas <br /> & Electric (PG&E) electrical substation, a restroom facility, a sewer screening station, drug abusers' <br /> rehabilitation houses (rehab center), and a parking area. Seven residences are located in the northwestern <br /> portion of the site. A lawn-covered park area is located immediately east of the residences. A hydraulic <br /> elevator is located inside the transportation building on the site. Lead-based paint and asbestos may be <br /> associated with the structures located on site. <br /> Research into the site history revealed that APN 139-210-04 was historically used for institutional <br /> purposes as a state hospital and a developmental center. Additionally, gas field maps indicate that the site <br /> is located within the Stockton Gas Field with several plugged and abandoned gas wells located in the <br /> vicinity of the site. <br /> Condor reviewed five aerial photographs dated 1938, 1952, 1963, 1975, and 1983 of the site and <br /> surrounding area at the San Joaquin County Surveyor's Office. Aerial photographs indicate that land use <br /> in Stockton in the vicinity of the site has been urban since at least 1938. The northwestern portion of the <br /> site appears to have been used as a lawn-covered park area continuously since 1938. <br /> 2.2 PRIOR ASSESSMENTS AND DTSC DETERMINATION <br /> The Geological and Environmental Hazards Assessment Report, dated August 7, 2002, identified five <br /> recognized environmental conditions [past application of pesticides, the continuing subsurface <br /> investigation of an underground storage tank formerly located at the site, the possibility of <br /> polychlorinated biphenyl (PCB)-containing material associated with the hydraulic elevator located in a <br /> storage building on the site, the past use of PCB-containing fluid in the electrical switching stations, and <br /> the potential presence of hazardous substances in the steam-tunnel system] and three de minimis <br /> conditions [the stockpiles of soil with concrete debris stored southeast of the site, the presence of a sewer <br /> screening station on the site, and the PG&E electrical distribution station using PCB-containing oil <br /> located immediately east of the site] associated with the site. <br /> Based on the findings of the Geological and Environmental Hazards Assessment Report, Condor <br /> prepared the Preliminary Environmental Assessment Work Plan, dated April 21, 2003 and revised July 2, <br /> 2003. The work plan was approved by DTSC on July 28, 2003. Fieldwork for the PEA occurred from <br /> August 6 through August 20, 2003. The results of the PEA were discussed in the Preliminary <br /> Environmental Assessment Report dated December 10, 2003.
