tAn historic Manufactured Gas Plant (MGP) was located approximately one third of a
' mile from the Site. This Site is owned by Pacific Gas and Electric Company (PG&E) and
was listed as a CA Superfund Site and is in Voluntary Cleanup status. In 1998,the
DTSC approved a Remedial Action Plan for the Site and remediation is on-going.
On the 1895 Sanborn Maps a natural gas well was located at the site of the former St.
Agnes Academy at the intersection of South Sutter Street and East Taylor Street currently
' East Worth Street(See Appendix D Sanborn Fire Maps). This natural gas well site is one
block west and 2 blocks south from the Site, approximately 700 feet southwest. By 1917,
the Academy is gone and Sutter Street is located on top of that natural gas well. The
' California Department of Conservation,Division of Oil Gas and Geothermic Resources
(DOGGR) was contacted in April of 2005 regarding this well. After consulting with Rob
Habel,DOGGR District 6 District Deputy (916-322-1110),and their files (801 K Street,
' Sacramento),no further information was found for this well. The DOGGR files
identified several other oil and natural gas wells in the area--all of these have been
' plugged and abandoned.
3.2.3 Previous Environmental Investigations
' Several environmental investigations have been conducted at this Site:
• A Phase I Environmental Site Assessment (Phase 1) was completed by Aperio Inc.
titled Phase I Environmental Site Assessment, Proposed Spanos Elementary
' School Site, dated May 16,2005. The findings of the Phase I report are found in
section 3.2.1 of this report.
• A Geological and Environmental Hazards Assessment Report Proposed Gleason
' Park School Site Block Bounded by E. Church Street, S.American Street, E.
Hazelton Avenue, and S. California Street, Stockton, San Joaquin County,
California, dated January 23,2003 and prepared by Condor Earth Technologies,
' Inc.
• Jones and Stokes Associates completed an Archeological Treatment Plan for the
Gleason Park Development Project in August of 2005 which details plans for
' future historical artifact investigations at this Site and the surrounding area. This
investigation is detailed below.
' Ms. Dana McGowan of Jones and Stokes condensed the report listed above and wrote the
following segment for this PEA Report.:
' Jones& Stokes was contracted to conduct archaeological investigations for the
Alex G. Spanos School being constructed by the Stockton Unified School District
(SUSD). The project area, also known'as Block 60,was included in the
' Archaeological Treatment Plan for the Gleason Park Development Project. The
Treatment Plan identified specific areas that are likely to contain significant
archaeological resources. Based on the findings of the Treatment Plan, the
' proposed project is likely to have an adverse effect/significant impact on historic
period archaeological resources. Therefore, mitigation, in the form of
' PEA Workplan 10
Spanos Elementary School
January 18,2006
