During the
survey I observed two TPID certificates posted at this facility. RTD has a TPID 1403337 certificate and a TPID
1773647 certificate. I discussed this with the facility contact Brad Menil, Superintendent-Operations, why a
second TPID certificate was assigned to RTD, Brad informed me, he was unaware a second TPID certificate was
requested. I then contacted CalRecycle and spoke with Jennifer of the CalRecycle waste tire hotline. I discussed
with Jennifer why a duplicate TPID certificate was assigned to RTD. Jennifer informed me that a second TPID
certificate was assigned because there is a new owner operating at 120 N Filbert St. The New owner is
Goodyear tires. I asked Jennifer if having two TPIDs would require that I perform one of the waste tire survey
with a Goodyear representative. Jennifer informed me that a Goodyear rep should be onsite; I informed Jennifer
that Goodyear does not have a facility at 120 N Filbert St. I confirmed with Brad, that RTD rents tires from
Goodyear and Goodyear provides all of the tire service for leased tires. Jennifer then requested I hold off on
performing the waste tire survey for RTD until a Waste Tire Supervisor contacts me with guidance.
Alfonso Arambula, Sr REHS
San Joaquin County
Environmental Health Department
1868 E.
