ORDINANCE NO 1275 <br /> PAGE NO 22 <br /> • Description of discharge practices, including non-routine "batch" <br /> discharges <br /> Ischarges <br /> Procedures for immediately notifying Manteca of spills or other atypical <br /> to the water pollution control system <br /> Ischarges <br /> Procedures for preventing and/or mitigating spills or other atypical <br /> to the water pollution control system Procedures addressing <br /> spills to the storm drain or surface waters may also be required <br /> (4) Slug Discharge - Any person who must make a slug discharge shall <br /> notify the Assistant Director of Public Works or his agent of the discharge <br /> immediately This notification shall be by phone call or in person The <br /> Assistant Director of Public Works may require a subsequent written report of <br /> the event <br /> At least once every two (2) years, the Assistant Director of Public Works shall <br /> evaluate whether each significant industrial user needs an accidental <br /> dischargelslug control plan The Assistant Director of Public Works may <br /> require any user to develop, submit for approval, and implement such a plan <br /> Alternatively, the Assistant Director of Public Works may develop such a plan <br /> for any user An accidental discharge/slug control plan shall address, at a <br /> minimum, the following <br /> Lcharges,Description of discharge practices, including nonroutine batch <br /> • Description of chemicals stored, <br /> • Procedures for immediately notifying the Assistant Director of Public <br /> Works and the POTW and any accidental or slug discharge <br /> Lcharge <br /> Procedures to prevent adverse impact from any accidental or slug <br /> Such procedures include, but are not limited to, inspection and <br /> maintenance of storage areas, handling and transfer of materials, loading and <br /> unloading operation, control of plant site runoff, worker training, building of <br /> containment structures or equipment, measures for containing toxic organic <br /> pollutants, including solvent, and/ or measures and equipment for emergency <br /> response <br /> (5) Discharge of Hazardous Waste - All industrial users shall notify <br /> Manteca the EPA, and the California Waste Management Board, in writing, of <br /> any discharge into the water pollution control system of any substance which, <br /> . if otherwise disposed, would constitute a hazardous waste under 40 CFR <br /> 261 The information required in the notification, the time frames for <br /> reporting, and conditions under which notification does not have to be made <br /> are all as specified in 40 CFR 403 12 (p) The Director of Public Works shall <br />
