ORDINANCE NO 1275 <br /> PAGE NO 7 <br /> Person, Any ind,viduai, firm, partnership, corporation, association or public <br /> agency, <br /> including the State of California and the United States of America The singular <br /> shall <br /> include the plural <br /> Pretreatment: Any operations performed on sewage prior to discharge into the <br /> water pollution control system <br /> Pretreatment Requirement: Any substantive or procedural requirement related <br /> to <br /> pretreatment, other than a National Pretreatment Standard, applicable to an <br /> industrial user <br /> Premise The location of the process, storage, discharge, and business actions <br /> of any person discharging to the water pollution control system <br /> Self-Monitoring, Wastewater sampling performed by a discharger, in <br /> accordance with Manteca's Pretreatment Program, Self-monitoring requirements <br /> will be specified in the user's industrial discharge permit <br /> Service Area: The geographical area served by the Manteca water pollution <br /> control <br /> system <br /> Sewage: Any combination of domestic waste and industrial waste together with <br /> such ground, surface and storm waters as may be present <br /> Show Cause Order An order for the industrial user to appear before the <br /> Manteca Director of Public Works, to explain the noncompliance and why more <br /> severe enforcement actions should not be taken Manteca may designate a <br /> hearing officer to hear testimony for the hearing <br /> Significant Industrial User (SIU): Significant Industrial Users include all of the <br /> following in accordance with 40 CFR 403 3 (t) Ali categorical industrial users <br /> and any non-categorical industrial user which discharges an average of 25,000 <br /> gallons per day or more of process wastewater, excluding sanitary, noncontact <br /> cooling, and boiler blowdown wastewater, contributes a process wastewater <br /> which makes up five percent or more of the average dry weather hydraulic or <br /> organic (BOD, TSS, TDS, ammonia, and/or phosphorus) capacity of the POTW, <br /> or has a reasonable potential, in the opinion of the Director of Public Works or his <br /> agent, to adversely affect the POTW's operation or to violate a pretreatment <br /> standard or requirement <br /> Significant Noncompliance- Significant Noncompliance includes any of the <br /> following chronic violations, technical review criteria (TRC) violations, or any <br /> other violation or violations of an effluent limit that Manteca believes has caused, <br /> alone or in combination with other discharges, interference or pass through, or <br />
