Main <br /> Lodi., CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has reviewed "Phase II Environmental Audit" <br /> dated December 1991, prepared by Steffen, Robertson, and Kirsten <br /> Consulting Engineeers for the above site. <br /> Although the report states the geologic and hydrogeologic <br /> components were under the direct supervision of Greg Knell, a <br /> California Registered Geologist, and the boring log is signed by <br /> him, the report itself has not been signed by him. Responsibility <br /> for the technical information in the report is indicated by his <br /> signature. Please submit a letter from Mr. Knell which indicates <br /> he has read the report and concurs with the information in it. <br /> Also please submit the boring logs for monitoring wells one and <br /> two since they are missing from the report. <br /> In a phone conversation with PHS/EHD staff, the Department of <br /> Health Services (DHS) laboratory certification staff stated that <br /> North Creek Analytical Lab is not certified to test for organics <br /> (lead) . Future testing for lead in samples should be done by a <br /> California DHS certified lab for the method listed. <br /> The report acknowledges that PHS/EHD recommends a detection limit <br /> of . 005 parts per million for BTEX in soil but the detection <br /> limits used by the lab when analyzing the soil samples were not <br /> that sensitive. In addition, the Chain of Custody for the soil <br /> samples notes that the samples were not at 40c, when received by <br /> the lab. The samples were sent from California to the lab in <br /> Washington and this information is not documented on the Chain of <br /> Custody. Based on this information PHS/EHD is not confident that <br /> the lateral and vertical extent of contamination has been <br /> addressed. <br /> A Division of San Joaquin County Hcaith Care Services 10 <br />
