Cotulla, REHS ENVIRONMENTAL HEALTH
Program Manager PERMIT/SERVICES
Public Health Services, San Joaquin County
P.O. Box 2009 / 1601 E Hazelton Avenue
Stockton, California 95201-2009
Re: Diamond Lumber, 224 North Main, Lodi, San Joaquin County Site Code 2292
Dear Ms. Cotulla:
On behalf of our client, Diamond Lumber Company, Steffen Robertson and Kirsten (U.S.) Inc.,
(SRK)would like to clarify points that were raised in the February 10, 1992,correspondence from
the San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)
regarding the Phase II Environmental Audit report for the above referenced site.
Please refer to the PHS/EHD correspondence to Diamond Lumber date February 10, 1992.
Geologic Certification and Well Logs
Please find enclosed copy of a geologic/hydrogeologic certification letter addressing the study by
California Geologist 4692. The last sentence of the second paragraph states that the boring logs
for monitoring wells 1 and 2 were omitted from the report. Our records indicate that borings 1,
2, and 3 were developed into monitoring wells SRK-MW1, SRK-MW2, and SRK-MW3. The
drilling logs for the borings/monitoring wells are included in Appendix D, on the same pages as
the well construction summary diagrams. Perhaps during the report binding process these pages
were accidentally omitted from the copy sent to PHS/EHD. Please find the attached duplicate
copies of the drilling logs/well construction summary diagrams.
Laboratory.Concerns
With regard to the qualifications of North Creek Analytical and the adequacy of analysis for
BTEX, I have attached a copy of the response by the laboratory to your concerns.
Chain-of-Custody
The second sentence of the fourth paragraph states that the Chain-of-Custody for the soil
samples were not received at 4°C by the laboratory. SRK contacted the laboratory director of
North Creek Analytical to clarify the format of the middle box at the bottom of the Chain-of-
Custody. The director stated that the format of this portion of North Creek Analytical's Chain-
of-Custody forms has recently been modified to prevent confusion in this area. The North Creek
Analytical representative who received the samples interpreted this box to be arranged vertically
rather than horizontally. The samples were received in good condition and cool (4°C) and not
violated. Please note that the word"Cool"is circled beneath the word "Good"as is the word"No"
beneath the word "Violated".
The third sentence of the fourth paragraph states information regarding transport of the samples
from California to Washingtoa is not documented on the Chain-of-Custody. The Chain-of-
Custody includes the sample location in the Project Name "Diamond Lumber-Lodi", and in the
Sample Identification, "Lodi-SRK-MW1.30". The top of the Chain-of-Custody form clearly states
the name and address of North Creek Analytical in Bothell, Washington. Please note that the
copy of the Chain-of-Custody was relinquished on November 26, 1991 by SRK
Steffen Robertson and Kirsten (U.S.) Inc.
15311 NE 90th Street, Redmond, Washington, 98052, U.S.A.
Tel.
