Asper our <br /> ,telephone conversation of April 27, 1993 your site was brought before the Technical Review <br /> Committee (TRC) of PHS/EHD. The San Joaquin.Valley Unified Air Pollution Control <br /> District (Air Pollution) was also contacted for clarification regarding the status of the vapor <br /> extraction system permit. A summary of the outcome and recommendations of committee <br /> review has been prepared for your consideration. <br /> Vapor extraction of soil contamination was initiated on May 4, 1992 with continual operation <br /> of the system until December 31, 1992. On November 23, 1992 the two granular activated <br /> carbon GAC canisters were taken offline and removed from the site. No analytical results <br /> were provided to verify that the subsequent operation of the vapor extraction system was <br /> within permit limits. Prior to drilling of soil boring, CSB-1, the vapor extraction system was <br /> shut off. On January 15, 1993 the vapor extraction system was operating when PHS/EHD <br /> staff rioted strong hydrocarbon. odors emanating from the vapor extraction system. Air <br /> Pollution was notified and performed a site:inspection. At that time Seacor was informed <br /> that if the system continued to operate they would be in violation. Seacor voluntarily shut <br /> permit to operate the soil remediation system., Seacor <br /> _ the system down and canceled the p p Y <br /> was informed that should they choose to restart remediation"efforts a new application for <br /> indicated <br /> an Authority to Construct would have to be filed with Air Pollution. Air Pollution i n <br /> that often when a system is shut down that a re-equilibration of the contaminates in soil and <br /> air spaces around the soil occurs. The hydrocarbon odors being emitted from the system <br /> suggest that hydrocarbon contamination still exists in the subsurface. Additional remediation <br /> may still be necessary. <br /> The TRC requestedthat information regarding the radius of influence of the vapor <br /> extraction system be provided. A vapor extraction vacuum test using the existing vapor <br /> extraction well and monitoring wells may provide this'information.
