There were no violations for this <br /> inspection. There is one area of concern regarding the invoice from Brannon Tire listing the disposal of 12 tires. If a <br /> registered hauler hauls away more than 9 tires and does not leave a manifest,then it is the facility's responsibility to fill <br /> out a CalRecycle 204 form and submit it to CalRecycle. I have attached a copy of the form to this email. I have also <br /> attached the waste tire regulations to this email. <br /> The simplest way to avoid this incident in the future is to ensure that any time more than 9 waste tires are hauled away, <br /> a registered hauler is used and a manifest is obtained. The other method is to use an unregistered hauler(Brannon also <br /> has trucks that are NOT registered to haul waste tires)and have the waste tires hauled away in quantities of 9 or <br /> less. Note that if a hauler brings a vehicle registered to haul tires onsite and hauls away 9 or less waste tires,they are <br /> required to leave a manifest regardless of the tire amount. I have attached a guide with instructions on how to properly <br /> complete a manifest. Even though the hauler is the one that fills it out,the facility personnel must ensure that it is <br /> correct before initialing it. I have also attached a document from 2008 which provides an overview of the key items a <br /> registered hauling vehicle must have to haul waste tires. Note that tire hauling regulations only apply to used and waste <br /> tires. <br /> Unregistered hauling vehicle <br /> -more than 9 waste/used tires= DO NOT ALLOW <br /> -9 or less waste/used tires=allowed, recommend obtaining a receipt or invoice <br /> Registered hauling vehicle <br /> -manifest always required regardless of the amount of waste/used tires being hauled <br /> If you have any questions regarding the report, or any of the information I have provided,you can respond to this email <br /> or call me at 209-468-3284 and I will get back to you as soon as possible. <br /> Harprit S.
