However, the concentrations of
contaminants in the plume area continue to be variable and elevated. Because abatement of the core
area of the plume is feasible and cost effective and would ultimately result in a timely regulatory closure for
this site, PHS-EHD recommends moving forward with this action.
Whether this site would be encompassed by the proposed state water quality policy regarding petroleum
sites is unknown at this time. Nevertheless, a regulatory closure with the plume left in place at this site will
likely require the support of additional monitoring and investigation on its potential lateral and vertical fate
and transport. The implementation of this alternative may not likely prove cost effective and may not
result in a timely regulatory closure for this site.
As this site appears to be stable at this time, you may elect to move forward with additional work now or
you may wait until after the passage of the proposed petroleum policy. However, in the interim, the site
must continue to be monitored. Please provide PHS-EHD an update on the status of the corrective action
at this site in the next quarterly report.
If you have any questions or wish to discuss this letter in more detail, please contact Linda Turkatte,
Senior REHS, at(209)468-3441.
Donna Heran, REHS, Director
Environmental Health Division
ilida A.
