r F a
REMEDIAL ACTION PLAN ADDENDUM#1
USA PETROLEUM STATION#65
FEBRUARY, 1996
Disposal of Excavated Soil (approx. 4,400 cubic yards) $400,000.00
Disposal of Demolition Debris, Asphalt and Concrete $ 10,000.00
The estimated cost for this RAA is estimated to be approximately $ 636,500.00. Please note that
this cost does not include loss of revenue from suspension of retail activities at the site, or the cost
to replace the station and appurtenances. This cost is in addition to the quarterly groundwater
monitoring costs at the site.
RESULTS OF WELL SURVEY
Park approached the City of Lodi (City) to assess the presence of groundwater production wells
in the vicinity of the site. The City indicated that seven groundwater wells were present within a
one-mile radius of the site. The City provided the location and street address for each of the
permitted groundwater wells. The groundwater wells identified by the City and during the
reconnaissance survey are plotted on Figure 1.
Park also performed a reconnaissance level survey in the proximity of the site to identify the
presence of additional groundwater wells within the one-mile radius, but outside of the city limits
to the west of the site. Park observed one potential groundwater well approximately 1,800-feet
west of the site (Figure 1).
DISCUSSION
Since Park submitted the November 20, 1995 RAP, there has been significant activity in response
to the October 16, 1995, Lawrence Livermore National Laboratory (LLNL), "Recommendations
To Improve the Cleanup Process for California's Leaking Underground Fuel Tanks". Numerous
agencies have commented in support of the recommendations in that document. During a
February 6, 1996 telephone conversation with Ms. Margaret Lagoria from the PHS/EHD, Park
was advised that the PHS/EHD had drafted a response to the LLNL report, and that it was being
circulated for internal review. Since that date, Park has inquired as to the status of the document i
and has requested a copy of the draft or final document as soon as it was available.
An analysis of the site conditions and how they relate to the January 5, 1996, San Francisco
Regional Water Quality Control Board's "Supplemental Instructions to State Water Board
December 8, 1995, Interim Guidance on Required Cleanup at Low Risk Sites", suggests that the
USA site may fall into the category of low risk sites.
ff
4
