A copy of Section 2725 of the Corrective Action Regulations
is enclosed for your reference. The above noted Remedial Action Plan fails to
include several of these elements. Also, the costs of the corrective actions being
considered for the site are not included in the Remedial Action Plan. Determining the
cost-effectiveness of the corrective actions being considered at the site, as required
by the Corrective Action Regulations, can only by accomplished by considering and
evaluating actual costs. Please provide to PHS-EHD the missing elements as
mentioned above in an addendum by February 29, 1996.
In addition, a survey of all wells located within a one mile radius must be performed
for this site. Please submit the results of this survey to PHS-EHD by February
29, 1996.
Because the data collected from this site to date indicate "sporadic" areas of
contamination, in addition to the groundwater plume documented in the tank pit area,
the current and probable impacts of the contamination to potential receptors,
including the surface water located adjacent to the site, are uncertain and difficult to
predict and monitor. This uncertainty will be a major factor, along with the additional
information requested above, including costs, in determining the final course of action
required at the site.
A Division of San Joaquin County Health Care Services
