1 <br /> ' LIMITED PHASE H ENVIRONMENTAL <br /> SITE ASSESSMENT WORK PLAN <br /> ' 600 E. Main Street <br /> Sidewalk along S.American Street <br /> Stockton, San Joaquin County <br /> ' 1.0 INTRODUCTION <br /> ' This Work Plan is for a limited Phase II Environmental Site Assessment (ESA) for a portion of the <br /> sidewalk along S. American Street immediately west of the property located at 600 E. Main Street, <br /> Stockton, California, shown in Figure 1. The Work Plan has been prepared at the request of Mr. Donald <br /> ' Geiger, Esquire, of Geiger, Rudquist, Nuss, Coon, Guerriero & Keen, LLP and was authorized by Bank <br /> of Stockton (client). The area requiring assessment is located in the sidewalk on the east side of S. <br /> American Street between E. Main Street to the north and E. Market Street to the south. The purpose of <br /> ' the site work is to investigate potential soil contamination near a suspected underground storage tank <br /> (UST) fill pipe and at attempt to verify the existence of the suspected UST. All work conducted by <br /> Condor will be under the supervision of a California registered geologist or engineer. This Work Plan <br /> ' includes project background information; a description of the field, laboratory, and reporting procedures <br /> proposed to conduct the work; and a project schedule. <br /> ' 2.0 PROJECT BACKGROUND <br /> Geocon Consultants, Inc., conducted a Phase I ESA for the six parcels located at 615 East Main Street <br /> (including 600 E. Main Street) in Stockton, California, in October 2000. The results of the ESA were <br /> ' provided in a report dated December 2000. The ESA discovered a possible UST located at 24 South <br /> American Street. A 500-gallon UST that was suspected to have previously contained waste oil was <br /> removed from 24 South American Street on May 4, 2001. In a letter dated June 12, 2001 Mr. Doug <br /> ' Wilson of the San Joaquin County Public Health Services Environmental Health Department(PHS/EHD) <br /> stated that the UST removal investigation was complete and that no further action was required at that <br /> time. <br /> ' Condor Earth Technologies, Inc. (Condor) was contracted to perform a Phase I ESA peer review for the <br /> six parcels (Figure 2) in June 2002 by Mr. Charles Holden of Monte Vista Entitlement. The purpose of <br /> ' the proposed scope of services is to assist the client in meeting the requirements of the CERCLA <br /> innocent landowner defense prior to acquisition of the parcels. During the site reconnaissance of the <br /> parcel located at 600 E. Main Street, the presence of a possible UST fill point was noted in the sidewalk <br /> along S. American Street, immediately west of Parcel 4. The parcel is located in downtown Stockton and <br /> ' currently consists of a vacant building(Parcel 4, Figure 2). <br /> 3.0 SCOPE OF WORK <br /> ' The purpose of the limited Phase II ESA is to investigate potential soil contamination near a suspected <br /> UST fill pipe located in the sidewalk along S. American Street immediately west of 600 E. Main Street <br /> ' and to attempt to verify the existence of the suspected UST at this location. One soil boring will be <br /> advanced to an approximate depth of seven feet below ground surface (bgs) at the suspected location of <br /> the UST.
