The EHD noted that the former underground storage tank (UST), located <br /> beneath a sidewalk on Main Street in Stockton, was very near a residential apartment that has <br /> a basement, presenting concerns of a potential vapor intrusion problem. To evaluate health <br /> risks posed by the close proximity of the former UST to the apartment building, the EHD <br /> requested: <br /> • Descriptions of the north wall and floor of the excavation following removal of the <br /> UST, considering the apartment building is approximately 5 feet north of the former <br /> UST site; <br /> • Calibration records for the photo-ionization (PID) detector on 25 March 2009 when the <br /> PID screened soil concentrations during the advancement of soil boring B1, west of <br /> the former UST site, and "non-detect' results were reported; <br /> • Documentation of the final disposition of the contaminated soil referred to as the "hot <br /> pile"; <br /> • Sensitive receptors that may be impacted by the unauthorized release since, to date, <br /> a sensitive receptor survey has not been submitted to the EHD; and <br /> • Potential human and environmental health hazard indicated by the contaminant <br /> concentrations in soil thatexceeded the San Francisco Bay Regional Water Quality <br /> Control Board Environmental Screening Levels (ESLs). <br /> It has been over a year-and-a-half and the EHD has not received a response to any of the <br /> bulleted items listed above. Upon review of the files from the UST removal, the EHD can find <br /> no evidence that the highly contaminated soil identified as "hot pile" was removed from the <br /> site during the tank removal. This leads the EHD to conclude that the soil from the "hot pile" <br /> may have been returned to the former UST pit. <br />
