Main Street Global ID#: T0607762422 <br /> Stockton, CA <br /> On June 6, 2004, the San Joaquin County Environmental Health Department (EHD) was r <br /> notified by Pacific Gas and Electric Company that an underground storage tank (UST) had been <br /> found in the sidewalk on the north side of Main Street 100 feet east of American Street in r <br /> Stockton and that the UST was punctured and waste had spilled from the UST into a trench. <br /> On the same date, the EHD staff went to the location and found the waste that had spilled had <br /> been contained by pouring absorbent on it. <br /> On June 11, 2004, the EHD sent letters to the MS Investors and the City of Stockton notifying <br /> them that they were allegedly responsible for the UST found in the sidewalk and that it must be <br /> removed under permit and inspection of the EHD. The City of Stockton responded on June 15, <br /> 2004, that they were not the owner or operator of the UST. On June 24, 2004, Jim Thorpe Oil <br /> Inc. submitted an application for a UST closure permit to the EHD and listed MS Investors as <br /> the owner/operator. The permit to remove the UST was approved by the EHD on June 30, <br /> 2004. The UST was removed on July 2, 2004, by Jim Thorpe Oil Inc. under the inspection of <br /> the EHD. <br /> The soil on top of the UST was removed, placed in a pile, and sampled (identified on the <br /> laboratory chain of custody as SP1). There was free product (liquid petroleum) noted in the soil <br /> under the UST. Three to four feet of this wet soil was removed, placed in a pile, and sampled <br /> (identified on the laboratory chain of custody as hot pile). Soil samples were collected benea±h <br /> the UST location at depths of 10.6 and 11 feet below grade (identified on the laboratory chain of .t <br /> custody as Tk-1 and Tk-2). All of the above samples were collected on July 2, 2004. The EHD <br /> inspector filed a UST unauthorized release (leak) form and a notification of hazardous waste <br /> discharge form on July 2, 2004, based on their observations of odor and discoloration of the <br /> soil. The EHD staff was informed by Jim Thorpe Oil that the excavation would be filled to grade <br /> per the contract with the client. <br /> The EHD received the laboratory results from the soil samples collected beneath the UST and <br /> the stockpiles on July 21, 2004. The analytical results of the soil samples collected at 10.6 and <br /> 11 feet below grade beneath the UST location showed detections of 3700 milligrams per <br /> kilogram (mg/kg) and 5800 mg/kg of total petroleum hydrocarbons as diesel. <br />
