Main Street v <br /> Stockton, CA <br /> The San Joaquin County Environmental Health Department (EHD) has received <br /> your August 9, 2007, letter and provides the following response. An underground <br /> storage tank (UST) was found on the above referenced property and was <br /> removed on July 2, 2004, under permit and inspection of the EHD. The <br /> analytical results of the soil samples collected beneath the UST showed high <br /> levels of diesel in the soil, indicating that an unauthorized release from the UST <br /> had occurred. On July 9, 2004, the EHD sent you, as the contact for the Main <br /> Street Investors PTP, a letter and a "Notice of Responsibility" (NOR) as <br /> notification that the site had been assigned to the EHD's Local Oversight <br /> Program for oversight of investigation/corrective action required for UST leakage <br /> sites. The letter and NOR were sent certified mail and Linda Kitadani signed for <br /> the delivery of them (copy enclosed). <br /> On April 27, 2007, the EHD staff had a telephone conversation with you about <br /> submitting a work plan for further investigation of the UST release, since no <br /> investigation of the UST release contamination had been proposed. You were <br /> advised to obtain the services of an environmental consultant and that a letter <br /> would be sent to you requiring the submittal of a work plan for further <br /> investigation by July 31, 2007. That letter, dated May 1, 2007 (copy enclosed) <br /> was sent regular mail. <br /> A work plan was not submitted to the EHD by July 31, 2007, so the EHD followed 4 ` <br /> up with the letter dated August 6, 2007, to which you responded in your August <br /> 9, 2007 letter. In order to investigate the lateral and vertical extent of <br /> contamination from the UST release, you must hire an individual or company, <br /> with an appropriately California registered or certified professional to submit a <br /> work plan to the EHD for investigation of the extent of the contamination at the <br /> site. A list of consultants (not an endorsement)working in this area is enclosed <br /> for your reference/use. <br />
