Lodi, CA 95240 Program: HW <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> On site to conduct a routine hazardous waste(HW) inspection. <br /> #20 The 30 gallon blue poly drum of HW brake shavings was not marked to identify HW properties. The <br /> 55 gallon drum of HW aerosol cans was not marked to identify physical state. Containers of HW must be <br /> labeled with the following: (1)hazardous waste (2)generator name and address (3)contents (4)physical <br /> state (5)hazardous properties (6)accumulation start date. Correct immediately by ensuring that any HW <br /> containers that you may have are properly and completely labeled. Note: during the inspection Alan <br /> Meier corrected this issue by marking toxic on the HW label on the drum of HW brake shavings and by <br /> marking solid on the HW label on the drum of HW aerosols. <br /> #23 The 55 gallon drum of drained used oil filters was left open. Containers of drained used oil filters <br /> must be kept closed, labeled as "drained used oil filters", and be marked with an accumulation start date. <br /> Correct immediately by ensuring that any container of drained used oil filters are kept closed, and are <br /> properly labeled as "drained used oil filters" and marked with an accumulation start date. Note: during <br /> the inspection Alan Meier corrected this issue by having an employee transfer the excess filters into the <br /> other drained used oil filter drum and closed both drums. <br /> #32 This facility does not have a HW tank assessment for the used oil tank and the used antifreeze tank. <br /> Owners or operators of new tank systems or components shall ensure that the foundation, structural <br /> support, seams, connections, and pressure controls(if applicable) are adequately designed and that the <br /> tank system has sufficient structural strength, compatibility with the waste(s) to be transferred, stored or <br /> treated, and corrosion protection so that it will not collapse, rupture, or fail. The owner or operator shall <br /> obtain a written assessment reviewed and certified by an independent, qualified, professional engineer, <br /> registered in California in accordance with section 66270.11(d) attesting that the system has sufficient <br /> structural integrity, is acceptable for the transferring, storing and treating of hazardous waste, and that <br /> the tanks and containment system are suitably designed to achieve the requirements of this article. <br /> Correct immediately by having a licensed professional engineer (civil, structural, or geotechnical) <br /> perform the required HW tank assessment for the used oil tank and the used antifreeze tank. Ensure <br /> that any additional HW tanks added to this facility also have the HW tank assessment performed. Submit <br /> a copy of the HW tank(s) assessment to this office. <br /> #45 The contingency plan for this facility does not describe arrangements agreed to by local police <br /> departments, fire departments, hospitals, contractors, and State and local emergency response teams to <br /> coordinate emergency services. The plan shall describe arrangements agreed to by the above listed <br /> groups. Correct immediately by making arrangements and updating the facility contingency plan to <br /> ALL EHD STAFF TIME ASSOCIATED WITH FARJNG TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($115). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspe r / Rei By: tle: y� <br /> EHD 23-02-003 Rev 06/01/10 CONTINUATION FORM <br />
