Chevron Products Company 3 <br /> Chevron Service Station 9-6258 2409 East Main Street at F Streit Stockton,California April 6,2000 <br /> widespread contaminant detection in typically non-detect monitoring wells is consistent <br /> iwith poor decontamination procedures by sampling technicians <br /> ANALYSIS OF DATA <br /> SECOR is of the opinion that closure/"no further action" status for the subject site is <br /> appropriate at this time for the following reasons <br /> • The sources of petroleum hydrocarbon impact at the site have been removed This <br /> includes four USTs (reportedly installed in 1955 and subsequently removed in <br /> 1976), a waste oil tank (removed in 1996), and dispenser islands product lines <br /> (removed in 1996) <br /> • Soil samples collected in April of 1999 (analyzed for TPH-g, benzene, toluene, ethyl <br /> benzene, xylene, MTBE, and organic lead) were clean Results of these analysis <br /> showed that petroleum hydrocarbons were not present at detectable concentrations <br /> at the boring locations <br /> • Groundwater samples collected from groundwater monitoring wells do not contain <br /> detectable concentrations of petroleum hydrocarbons, with the exception to samples <br /> collected on August 30, 1999 Detections associated with this sampling event are <br /> considered to be due to improper decontamination procedures <br /> • There is no known evidence of any other leak or spill of hydrocarbons at the site <br /> • MTBE has not been found in soil and groundwater samples at any detectable <br /> concentration <br /> REQUEST FOR CLOSURE <br /> SECOR trusts that this letter has assisted in your continued evaluation of the site For <br /> the reasons outlined in this letter, SECOR, on behalf of Chevron, requests that the San <br /> Joaquin County Environmental Health Division (SJCEHD) and the California Regional <br /> Water Quality Control Board—Central Valley Region (RWQCB) grant "closure/no <br /> further action" status at the site and the RWQCB approve the destruction of all site <br /> wells (MW-1 through MW-3) <br /> In addition, to assist you in you review, we have enclosed the following <br /> • Generalized geologic cross-section A-A' (Figure 3) <br /> • Groundwater elevations and depths to water (Table 3) <br /> • Well boring logs (Attachment A) <br /> If you require additional information prior to granting site closure/"no further action" <br /> status, SECOR will try to provide any information available in an expedited fashion to <br /> minimize the delay of your evaluation <br /> 077 41991 500/closure <br />
