Box 944212
Sacramento, CA 94244-2120 !
RE: Cost Pre-Approval for Soil and Purge Water Disposal
Location: Marci Property, 2969 Loomis Road, Stockton, CA
County Site Code: 2015; USTCFP Claim#007709
Dear Ms. Sanborn:
Diesel contamination from an underground storage; tank release has been detected in
groundwater at the site. In their September. 6, 2001 letter, the San Joaquin County Public
Health Services/Environmental Health Division (SJC PHS/EHD) directed the submittal of a
work plan to install additional deep-screened monitoring wells. In Geological Technics
Inc.'s October 25, 2002 "Additional Site Characterization- Soil Boring and Monitoring Well
Installation" work plan we.proposed the installation of additional monitoring wells at the
site. The work plan and subsequent addenda were approved by the SJC PHS/EHD on
December 6, 2001. On May 8 & 9, 2002, four additional monitoring wells were installed at
the site. This work generated approximately 34 drums of drill cuttings and 12 drums of
purge/decon water. The work proposed herein is the coordination, supervision and disposal
of these drums of soil and water.
Copies of the work plan and addendum's to the Work,Plan, SJC PHS/EHD correspondence,
disposal bids and an itemized budget spreadsheet of costs for performing this work is
enclosed for your review.
Proposed Bidding of Project
To remain in compliance with the USTCFP, Geological Technics Inc. requested bids from
Del-Tech and American Valley Waste Oil to.dispose of the soil and water, respectively. The
Del Tech bid is attached and American Valley Waste Oil responded via telephone with a
price of$1.25/gallon.
These costs have been included in the attached opinion of cost spreadsheet prepared giving
estimated costs for performing the work approved by SJC PHS/EHD. The opinion of cost
spreadsheet shows itemized cost for the tasks proposed. In an attempt to make this Pre-
Approval flow smoothly, GTI has used the.same unit costs for this work that has previously
been approved by the USTCFP for other projects.
I
